Biographies

Total Compensation Solutions (TCS) represents trade associations, not-for-profit organizations, for-profit and publicly traded companies as well as family businesses.

Our Principal Consultants are seasoned practitioners each with over 20 years’ experience advising clients on pay and equity matters. We foster a working environment where each team member can contribute to any project – whether large or small. Our talents vary considerably. Paul Gavejian
Managing Director

Paul is the Founder of TCS and has over 30 years of experience in all aspects of compensation consulting. Through affiliation with large human resources consulting firms, he developed a solid base of knowledge on compensation issues for the Board of Directors, Executives, and broad-based employee groups. Paul developed databases for the insurance, financial services, healthcare, cable and television broadcasting and new media industries. He also developed relationships with many for-profit and non-profit organizations and is a long-standing, trusted advisor to these organizations. Prior to organizing TCS, Paul worked with actuarial, benefits, and compensation consulting firms as well as the U.S. Department of Defense and the U.S. Treasury. He earned a B.A in Economics and a M.A. in Public/International Affairs from George Washington University and is a frequent speaker at trade association conferences and management leadership seminars.
Thomas Bailey

Tom is a trusted advisor to multiple clients in not-for-profit organizations and for-profit companies. He is the lead consultant on numerous Board of Director, Executive, and Staff compensation projects. Tom advises clients on a wide variety of compensation issues impacting staff in not-for-profit organizations, professional services firms, financial services and insurance companies. He directs TCS staff in completion of multiple proprietary surveys including TCS’ Not for Profit Compensation Survey, Foundation Executive Compensation Report, Hospital Compensation Report, and Board of Directors Compensation Report. Tom graduated from Marist College with a B.S. in Business Administration / Finance.

Matt is a trusted advisor on issues related to Executive, Staff, and Board of Directors' compensation strategies in multiple industry sectors. He routinely directs staff in managing projects that include top management through staff position compensation and benefits using proxy analyses for NEOs in public companies; compiling executive compensation data; completing market pricing for staff positions; designing and developing surveys; researching compensation information; and presenting reports and recommendations to the Board of Directors and management on compensation strategies in various industry sectors. He is a frequent speaker at industry trade association meetings regarding compensation strategies for executive, mid-management, and staff positions within these organizations. Matt holds a B.S. in Finance and Economics from Indiana University and is a member of World at Work and the Society of Human Resource Managers.
Matthew Stokes

Matt has extensive experience working as the Lead Consultant on multiple compensation projects including Executive Compensation, Board Compensation and Broad-based Compensation for for-profit and not-for-profit clients. Matt specializes in working with senior living and long-term care organizations, health care companies, insurance companies, and non-profits across multiple industry sectors. He is also the Project Manager for TCS’s Board of Directors Compensation Survey as well as the Lead Analyst for several specialty insurance industry surveys. Matt earned a B.A. in Marketing from Manhattan College.
Thomas Mackey

Thomas is an expert in data analytics and provides support to TCS clients by completing data compilation and peer group research. Thomas works on multiple Board of Directors, Executive, and Staff compensation projects for not-for-profit and for-profit companies. He is a data research analyst on TCS’ Not-For-Profit Compensation Survey, Foundation Executive Compensation Report, and Lead Analyst on TCS' Insurance Industry Compensation Survey (EPPI). Thomas earned a B.A. in Actuarial Science at SUNY – Binghamton.
David Owen
Compensation Analyst

David is an expert in data analytics and completes comprehensive data compilation and peer group research in support of client engagements. He uses data analytics in conducting research, organizing tabular reports, and developing findings and observations for TCS’ Not-For-Profit Compensation Survey, Hospital Executive Compensation Report, Foundation Executive Compensation Report, and Board of Directors Compensation Report. David earned a B.S. in Mathematics and Statistics from James Madison University.
James Bailey
Software Engineer

James is the software systems engineer who transformed TCS' survey processing systems with various programs ranging from custom report generators to auto-compilation of mass excel sheets. He has developed modern methods of data collection and data cleansing using customized code. He works on several TCS surveys including: TCS’ Not-For-Profit Survey, Insurance Industry Survey (EPPI), Foundation Executive Compensation Report, and Hospital Compensation Report. James earned a B.A. in Computer Science at Vassar College.
